MISSION
STATEMENT
The Highway Department has charge, under the direction of the Highway Committee, of all the county trunk highways in the
county. It is the duty of the Department to do, or have done, all necessary engineering and make all necessary examinations for the establishment, construction, improvement and maintenance of highways.
The Highway Department's goals are to increase the overall quality of county
highways and reduce overall road maintenance costs by researching and implementing new technology in equipment and road maintenance methods. Under Chapter 83 of the Wisconsin State Statutes, the
county is responsible for the maintenance of 335.52 miles of county roadway and
412 lane miles of
state roadway.
The Highway Department's main facility is located in Hawthorne, Wisconsin. The facility is centrally located within the
county to provide faster response time and more efficient operation. The facility includes warm vehicle storage, a maintenance area, administrative offices, cold vehicle storage, high arch gambrel sodium chloride storage,
lean-to storage and vehicle wash bay. The building also houses the Sheriff Department sub-substation. In addition to the Hawthorne facility, there are four garage/tool house sites located throughout the
County-Dairyland on State Trunk Highway 35, Gordon on County Trunk Highway
(CTH) M, Maple on CTH FF, and Pattison Park on Manitou Valley Road.
The Highway Commissioner is appointed by the County Administrator. The first term for a new commissioner is one year. The term increases to four years after reappointment and begins the first Monday in January following appointment. The salary is set by the County Board. The Department has a staff of
38.8 full time equivalent employees.
The Department performs varied activities as large as paving and seal coating, to as small as crack sealing and pothole repair. The Department also provides services to towns and villages such as paving, chip sealing, brushing and drainage activities. The majority of winter is spent performing plowing and ice control operations, as well as producing treated sand. The Highway Department produces many different types of material and also operates a screening plant, which produces screened sand. Cold mix is produced for "rut filling" and base preparation prior to paving. Production of winter mix, made of rock chips and oil emulsion, provides more "staying power" in potholes.
The Douglas County Highway Department strives to provide quality services to the taxpayers of Douglas County, while at the same time providing quality contracted services with other governmental entities to reduce dependence on
county tax levy dollars.
