THINGS YOU NEED TO KNOW ABOUT CHILD SUPPORT

1. If a payer owes more than $500.00 in "back"  child support, the balance will be submitted to the Wisconsin Department of Revenue and the IRS for tax refund intercept.  The local child support agency has no control over this as it is determined by state and federal law.  If the payer does not believe the amount submitted for intercept is correct, the payer can appeal to the court for the amount intercepted to be paid to the taxpayer.  This is not a guarantee, but is part of due process.  A notice from the DOR/IRS sent to anyone owing back support contains instructions on how to proceed.
2. Changes of custody and/or placement can be done by stipulation/agreement between the parties if they both agree.  If one side does not agree to any change, court action is necessary and can be done "pro se" (by yourself).  The forms are available with an instruction pamphlet from the Court Commissioner's Office, 3rd Floor, Douglas County Courthouse.
3. Child support is based upon the income of the non-custodial parent primarily, but there are situations where both parents income is considered, such as split custody or shared-placement.  There are pamphlets at the Child Support Office, 2nd Floor, Douglas County Courthouse, where Wisconsin's laws and policies are explained.
